Terms of Service

Welcome to LOWR, a services auction and social network platform operated by Lowr (“we,” “us,” “our”). These Terms and Conditions (“Terms”) govern your access to and use of our mobile application, website, and related services (collectively, the “Platform”). By creating an account or using Lowr, you agree to these Terms. If you do not agree, please do not use the Platform.

1. About Lowr

Lowr is a digital platform that connects customers who need services with providers who offer them.

Users can post service requests, receive competitive offers (bids), and complete transactions directly within the app.

Lowr is a marketplace, not a service company. We do not perform any of the services listed on the Platform, we do not employ the providers who offer them, and we are not a party to the agreement formed between a customer and a provider when an offer is awarded.

2. Eligibility

To use Lowr, you must:

  • Be at least 18 years old
  • Have the legal capacity to enter into a binding contract
  • Provide accurate registration information
  • Comply with all applicable laws and regulations in your country

The Platform is not directed at children, and we do not knowingly allow anyone under 18 to create an account. If we learn that an account belongs to a minor, we will close it and delete the associated data.

We reserve the right to suspend or terminate any account that violates these Terms.

3. Account Registration

  • You are responsible for maintaining the confidentiality of your account credentials.
  • You agree to notify us immediately if you suspect unauthorized access.
  • You may not impersonate another person or create multiple fake accounts.
  • We reserve the right to verify your identity using official documents (e.g., ID, license).

4. Verification and Provider Approval

Anyone can register as a customer. Offering services as a provider requires an application, which our team reviews before your profile can receive work.

What approval means:

  • We have reviewed the information and documents submitted with the application.
  • The account may bid on jobs, receive direct offers, and appear in provider listings.
  • Badges such as Pro, Expert or Elite reflect completed jobs and ratings earned on the Platform — they are calculated from your record, not awarded by us.

What approval does NOT mean:

  • It is not a guarantee of the quality, safety, punctuality or legality of any work performed.
  • It is not a professional licence, endorsement, certification or insurance, and it does not replace any licence a trade may require by law.
  • It does not make Lowr responsible for a provider’s acts or omissions.

You should still exercise your own judgement — read reviews, ask questions in chat, and request proof of any licence or insurance a job requires. Approval may be withdrawn at any time.

5. How the Platform Works

  • Customers post a request describing the service they need, with a budget ceiling and a deadline.
  • Providers compete by placing offers (bids). This is a reverse auction: your budget is a maximum, and a bid can only ever be lowered, never raised.
  • The customer reviews the offers and manually awards the one they choose. Awarding is never automatic, and the lowest bid does not win by default.
  • Awarding fixes the price. The awarded amount cannot be changed afterwards by either side.
  • Once a job is awarded, the customer and the provider can message each other in an order chat.
  • The provider marks the work complete, and the customer then confirms it. Confirmation is what closes the job.
  • After a job is settled, the customer and the provider can each review the other.
  • Lowr may charge a commission on each completed transaction.

Posting a job, bidding, and messaging are free. You are not charged for taking part in an auction, only for work you award and receive.

6. Direct Offers

As well as posting a job openly, a customer may send a direct offer to a specific provider, and an approved provider may send a direct offer for work. A direct offer is private between the two parties and does not appear in the public order feed.

  • The recipient may accept, decline, or let the offer lapse; the sender may withdraw it before it is accepted.
  • An accepted direct offer becomes an awarded job and is governed by exactly the same rules as one awarded through an auction — including payment, confirmation, cancellation and disputes.
  • Nobody is obliged to accept an offer, and declining one carries no penalty.

7. Payments and Fees

General:

  • All amounts are displayed and processed in UAE Dirhams (AED).
  • All card payments are processed by our payment partners. Lowr does not store your full card number.
  • Lowr may deduct a service or commission fee for each transaction. Any fee is shown before you confirm.
  • Withdrawal of earnings is subject to applicable commission and banking fees.
  • Users are responsible for all applicable taxes on their own income and transactions.

Paying by card:

When a job is awarded, the awarded amount is authorized on your card and held. It is captured — that is, actually taken — only when you confirm that the work is complete. If the job is cancelled before then, the hold is released and no charge is made. Card availability may vary by account and region.

Paying cash on completion:

You may instead agree to pay the provider directly in cash when the work is done. Cash is settled between you and the provider and does not pass through the Platform, so no amount is ever held or released by us. Choose cash only if you are comfortable with that.

8. Cancellations and Refunds

Before an offer is awarded:

  • A customer may cancel a posted job at any time. Nothing has been charged, so there is nothing to refund.
  • A provider may withdraw a bid at any time before it is awarded.
  • A job that reaches its deadline without being awarded expires. It can be reopened and posted again.

After an offer is awarded:

  • A card payment is held, not taken. If the job is cancelled before you confirm completion, the hold is released and you are not charged. Your bank may take a few business days to show the released amount.
  • A cash job involves no hold and no refund through the Platform; anything already paid directly is a matter between you and the provider.
  • Cancelling an awarded job repeatedly, or cancelling to avoid paying for work already done, may lead to suspension.

On completion:

  • The provider marks the work complete, and you then have a limited window to confirm it or raise a dispute. The window is shown in the app on the order.
  • Confirming releases payment to the provider. Because the money moves at that moment, confirm only once you are satisfied.
  • If the work is unsatisfactory or was not delivered, raise a dispute instead of confirming — see the next section.

Once a job is settled and payment has been released, any further refund is at the provider’s discretion, except where a dispute is upheld or the law requires otherwise.

9. Disputes

If something goes wrong with an awarded job, either party may raise a dispute from the order screen. We ask that you try to resolve it in the order chat first — most problems are a misunderstanding about scope or timing.

  • A dispute must be raised before the confirmation window closes; once a job is settled it can no longer be disputed in the app.
  • Raising a dispute pauses the job. Any held card payment stays held and is neither captured nor released while the dispute is open.
  • Both parties may submit an explanation and evidence, such as photos or the order chat.
  • Our team reviews the dispute and decides the outcome: releasing the payment to the provider, releasing the hold back to the customer, or another resolution appropriate to the case.
  • Our decision is final within the Platform. It does not affect any right you have to pursue the matter through the courts.
  • Raising disputes in bad faith, or to avoid paying for work that was delivered, may lead to suspension.

Cash jobs can be disputed for the purposes of ratings, reviews and account standing, but we cannot reverse a cash payment we never held.

10. Prohibited Activities

You agree not to use the platform for:

  • Posting false, misleading, or illegal content
  • Offering prohibited services (e.g., drugs, weapons, adult content, or fraudulent activities)
  • Attempting to bypass the platform’s payment system
  • Harassing, abusing, or threatening other users
  • Uploading viruses or malicious code
  • Engaging in activities that damage the integrity or performance of the platform
  • Manipulating auctions — for example bidding without intending to perform, or coordinating with others to influence a price
  • Using another user’s contact details, obtained through the Platform, for anything other than the job at hand

Violation of these rules may result in immediate suspension or permanent account ban.

11. User Content

  • You retain ownership of the content you post (text, images, videos, etc.), but grant Lowr a non-exclusive, royalty-free license to display and distribute it for platform operation.
  • You are solely responsible for the accuracy and legality of your content.
  • We reserve the right to remove or moderate any content that violates our guidelines.
  • You can report content or a user from the order, profile or chat screen, and you can block another user to stop them contacting you.

12. Ratings and Reviews

  • Users can rate and review each other after a completed transaction. Reviews cannot be left for jobs that were never awarded and completed.
  • All reviews must be fair, relevant, and free of personal attacks or offensive language.
  • You may not offer or accept anything in exchange for a review, or leave reviews for yourself through another account.
  • Lowr reserves the right to remove reviews that violate these terms.

13. In-App Wallet and Withdrawals

  • The in-app wallet holds balances from completed transactions.
  • The wallet is a record of amounts owed to you through the Platform. It is not a bank account, it earns no interest, and it is not a deposit-taking or money-transmission service.
  • Users may withdraw funds to their verified bank account or card.
  • A withdrawal commission may apply (visible before confirmation).
  • Processing times depend on the selected withdrawal method and financial partners.
  • We may hold a withdrawal while a dispute, chargeback or fraud review affecting the underlying job is open.

14. Independent Contractors

Providers on Lowr are independent contractors. Nothing in these Terms creates an employment, agency, partnership or joint-venture relationship between Lowr and any user, or between customers and providers beyond the specific job they agree.

  • Providers decide which jobs to bid on, what to charge, and how the work is carried out.
  • Providers are responsible for their own tools, transport, insurance, licences, permits and taxes.
  • Lowr does not supervise, direct or control the performance of any service, and does not set working hours.
  • Providers may not describe themselves as employees, agents or representatives of Lowr.

15. Intellectual Property

All content, design, and technology on the Platform (excluding user-generated content) are the property of Lowr or its licensors. You may not copy, modify, or distribute any part of the app without written permission.

16. Limitation of Liability

Lowr acts only as a facilitator between customers and providers.

We are not responsible for the quality, timing, or outcome of services provided by users.

The Platform is provided on an “as is” and “as available” basis. We do not warrant that it will be uninterrupted or error-free.

In no event shall Lowr be liable for indirect, incidental, or consequential damages arising from your use of the platform.

To the fullest extent permitted by law, our total liability to you for any claim relating to a job is limited to the commission we actually received on that job. Nothing in these Terms excludes liability that cannot be excluded under UAE law.

17. Termination and Account Deletion

We may suspend or terminate your account at any time if:

  • You breach these Terms,
  • Engage in fraudulent or harmful activities,
  • Or misuse the Platform in any way.

Deleting your own account:

You can delete your account at any time from Account Settings. Deletion is permanent: your profile, posts, bids, messages and saved items are removed and cannot be restored, and you will not be able to sign in again with the same account.

  • Settle or cancel any open job first. Deleting an account does not cancel work you have agreed to do, or release a payment that is being held.
  • Withdraw any remaining wallet balance first. We cannot pay out to an account that no longer exists.
  • Reviews you have left may remain visible on the other party’s profile, without your name attached, because removing them would misrepresent that person’s record.
  • We keep transaction records for as long as tax, accounting and anti-fraud law requires, even after deletion.

18. Privacy

Your use of the Platform is also governed by our Privacy Policy, which explains how we collect, use, and protect your data.

19. App Store Terms

If you downloaded the app from the Apple App Store or Google Play, the following also applies, and it applies in addition to that store’s own terms.

  • These Terms are between you and Lowr only. Apple and Google are not parties to them.
  • Lowr, not the store, is solely responsible for the app and its content.
  • The store has no obligation to provide any maintenance or support for the app.
  • Any claim that the app fails to conform to a warranty is our responsibility, not the store’s. If a warranty cannot be disclaimed, you may notify Apple, which will refund the purchase price if any; Apple has no other warranty obligation.
  • Lowr, not the store, is responsible for addressing any claim that the app or your use of it infringes a third party’s intellectual property rights.
  • You confirm that you are not located in a country subject to a US Government embargo, and are not on any US Government list of prohibited or restricted parties.
  • Apple and its subsidiaries are third-party beneficiaries of these Terms and may enforce them against you.

20. Changes to Terms

We may modify these Terms at any time. If changes are significant, we will notify you via email or in-app message. Your continued use of the Platform after such updates means you accept the revised Terms.

The “Last Updated” date at the top of this page always tells you which version is in force. Changes are not applied retroactively to a job that has already been awarded.

21. General

  • Severability — if any provision of these Terms is found unenforceable, the rest remains in force.
  • No waiver — if we do not enforce a provision on one occasion, we have not given up the right to enforce it later.
  • Assignment — you may not transfer your account or your rights under these Terms. We may assign them to a successor in connection with a merger, acquisition or sale of assets.
  • Force majeure — neither party is liable for a failure caused by something outside its reasonable control, such as a natural disaster, outage of a third-party service, or an act of government.
  • Entire agreement — together with the Privacy Policy, these Terms are the whole agreement between you and Lowr about the Platform.

22. Governing Law

These Terms are governed by the laws of the United Arab Emirates. Any disputes shall be resolved exclusively by the competent courts in that jurisdiction.
